Shortage of Boggis

I have daily traveliing in train 4086/4085 Sirsa Express, It has 20 to 22 boggis everytime, but some time there is 17 boggis due to this lots of problem we have been faced, there is very crowded boggis, I want to know why the boggis are cutting from this train
