Caller tune activated without any notificfation

Respected,

Few days before my caller tune was activated on my number without any notification. On the another day my friend called up and informed me that my caller tune has been activated. And when i am checking my balance Rs.45/- was deducted from my account. Now i want the refund of that debited account. Can anyone help what is the procedure for that?
