Partiality in Rs. 19 recharge

I have purchased Idea sim card because I had seen SMS from Idea in my friend's mobile that Recharge by Rs.19 and get all calls @ per paisa/2 seconds. But this offer is not offfering me. Customer care says you will get this offer after you recieve message from us. This is only partiality. My sim card no. is 7350567901. My name -MOHAN AREKAR. D.O.BIRTH= 16/05/66.
