I am not satisfied with you refund which I have received

I have took the ticket Vide PNR No.6235006460 Dt.15/12/09 by Lichchavi Express Train No.4005/4006 for BSB To New Delhi of IIIrd AC ont that date the train was late more than 12 hour s hance I was canceled my program and logged canellance through agency for the refund.

the concerned agency refund us only Rs.388/- on fifteenth July after passing such a long period. As per Railway rule which I know that if train was late more than three hour s than full reimmberment is occured than why I was paid only Rs.388/- by the agency. My request is please reimberse to me the balance amount.
