Non-delivery of cake after payment

I had ordered a cake for my Dad's birthday and placed the order on 20th august. The cake was to be delivered on 21st august. The payment was done but the cake didn't reach the destination (Rourkela). I sent a mail but didn't recieve any replies. The customer care number is also unattended (09886138863). No one lifts up the phone.
