Non issuing of ticket

I purchased a ticket for Patna to Gomoh on 30/06 and intended to travel by AC Chair car on 8603 UP. The seat availability on internet showed 23 seats were available. As the chart was prepared I visited the TTE room on Platform No 1 at Patna Junction Railway station. But the TTE on duty simply refused to provide me reservation. He said that there is no such system of providing reservation at the last moment, but I observed that he was booking tickets for other fellow passengers.
