Wrong portrayal of ticket availability

I booked my Tickets to travel to Pathankot from Old Delhi Railway Station. While booking I observed that there was heavy wait listing and no tickets were available till Pathankot. Therefore, I had to book my ticket till Jammu and had to obviously spend more money to do that.

Upon entering the train and throughout the journey, I observed that more that half the train was empty and the occupancy was less than 50%.

Why was this wrongly represented in the Online Reservation Charts?
