Refund of money

Dear Sir/ Madam,
I am very happy to see the out performance of Indian Railways and its growth from last few years. But I feel regret to say that some of the rules are really apathetic and carries unfair trade practices with common public.
I booked my ticket from Ahmedabad to Howrah in Ahmedabad-Howrah Express (Train No. - 2833) for 27/04, PNR No. - 833-0692598 in 3AC which was in waiting list and could not get confirmed. The train was at 11.55 pm at night and I did not travel in waiting ticket. To cancel the ticket next day I went to the station named Gandhidham in Ahmedabad at 2.30 pm, I was told that I should go to the main station which is Kalupur station as I was late. Since it was far away from there so I asked in the enquiry if it would be okay to go next day morning. The concerned person told me no problem and I went next day morning at 10 am to kalupur station. When I asked in the enquiry they told this ticket could not be cancelled since the time has elapsed and I should apply for TDR and seek refund.
I applied for TDR at 10.50am on 29/04 and my application no. - 400402. I was told that since my train has still not reached Howrah as per the schedule time and I have applied for TDR before that so I will get my money back in a month through cheque. At the end of a month I got a letter from Indian Railways saying that I did not qualify for refund. It just seemed to me like the railway is cheating and trying to make money from public with unfair trade practices. But still with some hope I am trying to write this letter to see if I can be really happy at the rightful growth of Indian railways. Kindly help me and refund my money.
