IRCTC Swatch - Refund for product twice debited not given

We had ordered for the IRCTC promotion Swatch watch via the promotion email sent by this co. Due to some system glitch after making the full payment of Rs.2150, the system did not confirm the order. After this, a representative from India Today Book Club team called me and told me that since the payment of Rs. 2150 has not been received, so he asked me to pay Rs. 500 (rest payable on delivery) and confirmed the payment of Rs. 500 by Order No. 7700032149. This was in February 09.

I spoke to the credit card company and realized that the Rs.2150 payment has already been debited to my account.

When I spoke to India Today Book Club, initially they said they cannot confirm this until 2 days. After repeatedly trying to speak to them, they asked us to refuse the second parcel for which part payment was made for Rs.500/-. and we will get the credit back. After refusing the parcel on MARCH 20th, we provided all proof includng the Rs.500/- credit card debit copy.

After dilly dallying and going in circles asking me to again show the credit card proof and again refuse the parcel (whatever that means), they now state that the refused second parcel has not reached them (after 2 months of me communicating with them). My question is, if that is the case -

1) Are they saying that I got a watch worth 2150/- for just Rs.500/- part payment?

2) Should they not speak to their courier person rather than me?

WE ARE JUST LOOKING FOR OUR Rs. 500/- refund.
