Efund of waitlisted e-ticket

I had booked three tickets on Goa Express (04.11.08), (PNR 2151288961), which were wait listed at the time of e-booking. On the day of departure I found that none of them were confirmed. I was told that the money will be refunded automatically to my bank account.

There has been no response from irctc till now. All my e-mails to them go unheeded. Their Delhi no. which is not even toll free is never picked up and when they do, another telephone no. is given which again is never answered.

Could anyone in the Railways stand up and take action?
