Refund for Ticket cancellation not credited to account

The refund for the cancellation done on 9th October has not yet been credited to my account. Details are: PNR Number 2613128674 Transaction Id 0056494768.
On enquiring, this is the standard reply I have got every time over the last 1.5 months, w/o any resolution of the issue - "We regret for the inconvenience caused to you. We have already given credit instructions to the payment gateway. Due to some technical problem in payment gateway, there is a delay in the refunding process. We assure you that the steps have already been taken for earlier refund and you may get the refund shortly. Please co-operate with us."
Can anyone help on this issue?
