Cancelled Ticket on Dec-26-08 money still not refunded

I have booked 2 tickets on 17-Dec with

PNR no Date of Journey

4203310307 24/12

4103370120 24/12

through IRCTC site. We was not able to travel on that date ie 24-Dec,

later I have cancelled 2 tickets on 26-Dec by following IRCTC rules ie by filing TDR.

But IRCTC people dint refund my money till today (01-Sep-09). I sent nearly 10 mails to

IRCTC help team requesting to refund my money, still they havent refunded my money

and they are not giving valid reason why it is taking delay for refunding my money.

IRCTC rule is to refund cancelled (by filing TDR) tickect money by 3 months but it took 9 months

also still they are not refunding

Please do the need full help and let me know if you need any more inputs
