Excess Average Electricity Bill

I live in Kota South Jone (H.No. 9F-11 Mahaveer Nagar III). Before last Six month I had ELECTRICITY BILL between 3500-6000 but this month (September) I got ELECTRICITY BILL of 10000 Rs. when I checked out meter they said that the meter was wrong (Dead) that why average bill is raised to you. But I had already changed it before 10 month & even meter reader not notified us about the meter problem.

my complain is that they didn t get correction in my corrent bill and didn t change my meter. So please look on this case & help me.
