Paid Bill reflecting on the subsiquent bills

I am resident of Sarita vihar and It is regretful to put on record the complaint of the paid water bill reflecting repeadedly on the subsiquent bills. Bill no.82032 for the sum of Rs.192.00 of 29.12.2007 was paid by cheque no. 301188 of Bank Of India within due date. But reasons unknown tthe same bill is rflecting with the added amounts of interest, surcharge, service charges etc. Inspite of zonal offcer's assurance to solve the problem no action has been taken. Verbal and written complaints have not helped in any way. Kindly advise to the means to solve this problem.
