Failed Online transaction money not refunded

Hi, I have tried to book a Bus ticket for the Journey (Chennai &-gt; Bangalore) in KSRTC bus online ticket booking service. But due to some network issue the booking got timedout and the reservation was cancelled. Luckily i have noted the OB reference number while doing the booking.
I wrote to KSRTC for requesting for a refund of the amount charged in my credit card Rs.615/-. This incident was happened in the month of April. I wrote them 5 emails till date and call'ed the customer care 3 times by giving them the OB reference number for requesting for the refund.
Till date No action have been taken for the refund. ARENT THERE ANYONE TO QUESTION THEM? SINCE THIS IS A GOVERNMENT SECTOR AUTHORITIES WONT CARE ABOUT THE CONSUMERS? Please take respective action against this issue.
