Surrender of cylinders

Sir,

We had a gas connection with two cylinders initially. When Tatkkal scheme was introduced we paid Rs.8000 as announced by the Govt. of india and obtained two more gas cylinders with a new gas connection. Now they stopped issuing the cylinders which we availed after paying the money and they add that i can issue the new cylinder after surrendering the second cylinder of the first gas connection. What can be done in order to avail the facility after paying so much of money and to get the four cylinders regularly.
