NON DELIVERY THE COVER/REFUND AMOUT REG

Dear Sir,

I have sent postal cover to my customer in west africa through Speed Post from Kodungaiur Post office, chennai 600118. that document no.tET 296537859IN and I have pad Rs.828/- on 30.10.2009.

After 4 days they have returned the cover to me and simply said "NO SERVICE" and they have not returned the amount. My customer Address:

STE.THOMSON BENIN LTD.,

C/100, MISSE BO COTONOU,

REPUBLIC OF BENIN.

If no service for the above address then why should they have collected money from me.
