Permission to dig for MTNL

We have been informed by MTNL Shivaji Park Exchange that due to cable fault lines are not working.

For repairing the cable Mahanagar Palika is not giving permission to dig the road/footpath.

Kindly let me know the reasons for the same & can you hold public service like telephone for any reason. I am in need of telephone service urgently so who will be responsible for that.

Please contact Shiovaji Park Exchange & sort out the problem immediately. Other wise I will be forced to take action against both the organisations.
