Bad condition of Road

I am a resident of Gwalior and working in Guna and would like to complain against the status of Agra-Bombay road (National Highway number 3). The road is in a very bad shape. The traffic is very busy because of the industrail supply road, large trucks are passing through this highway in more than Four hundred of numbers per day. The highway is made just for two vehicles to pass simultaneously. We had been listending since last five years that the road is going to be four lane Highway but there seems no progress on that side. The road still remains as it was 5 years earlier. The road has numerous potholes and craters, making motoring, a difficult proposition. It is a nightmare to drive during rain and during hours of darkness. Nobody cares for the road. I want to make an official complaint regarding this, but am not sure whom to approach. Can somebody advice me or make this known to the concerned department?
