Refund not received even after a month

I had ordered a book titled "Handbook of Clinical Audiology" by Jack Katz on 19th November and paid Rs.4420 by Visa credit card for it online (order number 66638). On 26th November, I got an email from www.nbcindia.com saying that the book was out of stock and the amount paid would be fully refunded. The email also stated that "due to Bank process time, It may take 7 to 10 days to reflect refunded amount back to your account."

On the 18th of December, i emailed them saying that I had yet not received the refund. They replied on 23rd December, that "It will take 10-12 days to reflect your payment to your card."

I cannot understand what is going wrong. The credit card says that no refund has been made and the comapny (nbcindia.com) is keeping on asking me to wait a little more. The amount in question is not a small one.
