No refund of unused ticket

I had filled a TDR on 02-12, against an unused ticket [wait listed 1].It is more than 7mths, yet I have not received the refund. Every time I call the IRCTC, I'm asked to wait for some more time[Latest was on 4 July... was asked to wait for 1 more month??? ]I would like to know why I have not been given the refund ..and why it is taking them so long, when it has been Admin Approved? It is a genuine case where the passenger did not travel on the said ticket.

Could someone please help me get the refund of Rs1264 from the northern railways!
