Booking not permitted. Try Some other Train/Class

I was trying to book my ticket from http://www.irctc.co.in/cgi-bin/bv60.dll/irctc/booking/planner.do? BV_SessionID=? @1340310218.1246935008? @&BV_EngineID=ccdgadehjlkkgffcefecehidfhfdfki.0

& was getting a message saying "booking not permitted, Try some other train or class"

I started to book my ticket @ 8:00 am & i couldn't get that ticket till 8:15. now all tickets for that train have been sold. while i was logged in through my id art_1802 on IRCTC saw availability as 134 seats then in next 15 mins it was showing not available. within those 15 mins i already tried for 8-10 times but continuously got that error. now can somebody explain why is that error poping up? eventhough we have logged in on time & tickets are available; why are we stopped from purchasing Ticket? whats the best way to purchase tatkal tickets through IRCTC or it is just the brokers who are allowed to take this tickets through IRCTC?
