Tenant is making our life hell

I am Yasha G. Shripad from Bhopal (M.P.), India. We have a owned house in Old subhash nagar which comes under Aishbagh Thana. Our tenant Mr. Updesh Saxsena is making our life hell. He and his family abuses a lot, tourcher us by cutting our electricity, smashing our window glasses. HE tried to harm my dad’s life also. I need help, police is also not helping us out, we filed the complaint in May08, but it didn’t work out. NO hopes at all. Pls reply… and let me know the way to get rid of them, they never paid any rent. They just want to capture our full house
