Payment for Damages to ceiling

I stay in a 7 floor building on the 6th Floor. Over a period of last 3 weeks there has been a constant seepage of wated into my flat from above. The leak is just above my main electricity board which is a big safety hazard for me. I have spoken to the neighbours who are not ready to repair the leak unless I pitch in half of the expenses. What they want is that I (the sufferor) to pay for the repair of their bathroom to avoid further damages into my flat. I dont know what to do in this situation
