Rude behaviour & refused to give us a bill for product bought

We bought a Beyblade today from my son at Noddy's house at the Great India Place, Noida. The cost of it Rs. 349/-. When asked for the bill the shop owner refused to give us the bill and was very rude and arrogant to us.

I would like to make a complaint against him - his behaviour and for not giving us the bill for a product bought. Its a funskool product.

What are the implication for not receiving a bill? Since i bought the product thro' my debit card, i have the transaction bill/note. But this is not enough. While he has sold the product on MRPto me, meaning that he has taken sales tax from me, he may not pay the government the tax. What can be done about such people?
