Status of Saradhan overbridge, ajme

I am a resident of ajmer and would like to complain against the status of Saradhana over bridge ajmer. The over bridge is uncompleted for two years.railway crossing gate also coled from 2 years and bypass road is in a very bad condition. The traffic has increased so much, but the road still remains as it was earlier. Nobody cares for the uncompleted over bridge. There are talks going on, but nothing has taken place. I want to make an official complaint regarding this, but am not sure whom to approach. Can somebody advice me?
