MONEY REFUND

I have booked a train ticket Dindigul (dg) to chennai (ms) Tamil Nadu travel date 15.12.2010 unable i cant travel the train so i have apply for refund the money .i am file TDR . i have already mailed many time they are say it will take 3 to 6 months but now nearly one year no action what i do that case how to file the complaint in consumer court please give me guide line.
