Railway Fraud! PNR 2322078778- Refund not received

Dear Administrator/Sir/ Ma'am,

Its been months since i missed a travel date yet i have not received the refund in my account, inspite of filing for a TDR for it almost immediately. The transaction is as follows:

PNR 2322078778-

Dehradun to Kolkata. The ticket was on Waiting list number 26! so, I had to waste a lot of money and buy an air ticket to Kolkata, from Delhi, just because my ticket was not confirmed. Then i filed for a TDR, but apparently now they say I have traveled in the train ticket, when I HAVE NOT!
