Charging taxes without bill

Kindly see the attachment contains the bill or a client. One of our client have send document parcel from Thailand to us. As our client have paid 1270 bahts & your Mumbai post office is charging 397/- taxes on that parcel. We are ready to pay charges but your postman is not ready to give us any receipt. We have feeling if there is some major big fraud going on in your department. As we need to bill to show on company expense.
