Charging extra money on bill payments

Sir,

This is Sandeep, I made a electricity bill payment of the april month 2010 on 7th may through aponline beside swarnajayanthi complex, ameerpet, hyd. (SDP name- Usha kiran travels & services), there he is charging extra service charge for the bill payments. I asked that in the receipt the statement is clearly mentioned not to give any extra service charge for any type of bill payments then why you are charging extra money? the answer he given was "do what you want and go and complaint to anybody nobody can take action against us".

I really felt bad about his opinion against the government. I request you to please look over this issue in high importance and let that person know that what government can do against such kind of people. And see that further bills paid by the public free of cost.
