Possession offerred to non-ready flats

I booked my flat in 2006 (Oct) in the pre-launch. They informed about the readiness of the flat in 2010 and asked for all balance money, i paid. Now they want me to start paying the maintenance else will charge "Chaukidari", 150 INR per day.
Now, I am paying rent where I am currently staying and eager to shift to my new house but I think builder should ensure all facilties being available there that they promised before I can start living there with my family and feel secured. Here are some of the things that I think are essential but are missing:
- Parking is not ready, no one is using that yet - I paid the parking amount in 2009
- We weree told of cams going to be installed in the lobby - No such thing exist, so lack of security
- A lot of construction work going on in the premises, I think it will cause security and safety to women and children
- The maintenance charges include some amount for the city maintenance besides the society but the city is not ready at all by any means. No roads, a lot of construction going on for all the builders in the city.
- There is no arrangement to take care of the dust and other noise thats created by the additional constructions going on
- The builder took some money as interest when I could not pay my installement on time but when I asked for some reversal because they did not complete the work on time, they settles 10K or so and thats too in some other fund
