Delay in posession

I booked a flat in Niho Scotish garden, Saffron A block in 2006 and that was the worst day of my life. I waited for 2 yrs and then Since last 4 yrs I have been calling them and asking about the status of my flat and these liars have been bluffing about it every time. Most of the time they don't take the call and if at all they do then there's an excuse ready. Now latest is as told by one of guy at there office is that the builder has got bankrupt and there is no money to do the remaining work in your flat. I had paid full amount and now just cursing the day I had booked this flat. Can our government help us to get our flat from this cheat builder...
