Non refund of money

I have invested Rs 3.1 lac in suvarnabhoomi phase 2 visakhapatnam so far. however the authorities deny the receipt of Rs 25000/- of the total amount paid towards the plot, which was handed over to their employer in oct. on much deliberation later, they agreed to adjust the amount, provided i get the plot registration done. now when i am finally up for the registration, they simply retracted words & now say that amount cannot be adjusted. Truly a waste of money in this venture.
