Water Tanks in apartments

Due to the recent water cut implemented in Mumbai, the amount of water coming has reduced, because of which many of the residents in our Housing Society have installed water tanks at the houses.

I would like to know whether this is legal or not. If not, who can I complain to and what action can be taken against such society members.

I reside in Andheri West.
