Noise Pollution

I am resident of Rustomjee Complex Dahisar. In our Society, Navratri, New Year etc celebrations are held. During celebration they Organise orchestra and D.J. party, playing six big speakers at top of Volume. It creates such a huge noise that it is difficult to talk and hear even family members inside the home. Noise is so loud that even glass windows vibrate. Just for enjoyment of 50 persons, who are educated fools (only around 50 persons participates) entire complex of 3000 residents suffers and pity is no one comes forward and protest. Students, particularly of 10th and 12th standards can not concentrate on study and elderly who can not bear, visits their relatives/friends and avoid staying in the society. Is any one can help or suggest ways to reduce the hardship?
