Document submitted twice even airtel not starting my outgoing facility

Sir, I took three airtel friend cards from local shop for Rs.50/- each. I submitted my Govt. Of maharashtra office Id card xerox, My Pan Card xerox. Govt of India issued. And My Election Identity Card and my MSEDCL light bill with the address of my home. I submitted to the shopkeeper and the two card I started. The cards were on for just two three days and stopped the outgoing facility with the voice record that I have't submitted document as per Govt of Indias instruction. So I contacted to the shop keeper and again submitted my document he told me that your outgoing service will be start soon. It has a long time since I visited to the shop keeper Finally I am lodging this complaint to u. My details are as follows.
