Over selling of cricket match ticket

Brought the IPL confirmed tickets online from the authorised ticket selling site for the venue HPCA DHARAMSALA dated 18/4, but we are not allowed to enter the stadium & the entry gates are closed 30 minutes before the scheduled time. The authorities gives the clarification that the stadium is over fulfilled. I want to complaint that why the extra tickets are sold than the sitting capacity of the stadium &who is responsible for the hacktic bear by us & many more people. Till now date no refund is given back & got no response from their contact numbers.
