Landline dead - no dial tone

Our landline number 1823-274015 has gone dead. We have tried using the toll-free number for complaints (1800-424-1600) but it is forever busy. The online customer care link does not work though my daughter is a registered user.
We have lost the mobile number of a person in the Bhaura exchange so we are unable to call them to report the complaint. It is very inconvenient to have to go through so much trouble just to complain about bsnl. Their online portal never works for complaints.
