Simcard registration failed

DEAR SIR,

My simcard's registration has been failed, due to not use of sim for more than 3 month. And my simcard has been given to another person, there was more than 400 rs. balance there in my card. So how your company can give my card to any other person. If the ownership of card is on my name. " KALYANI GAURAV CHANDRA", than how that can be transferred to any other person. Please take necessary steps for that and if my sim can not be returned than my balance can be re-owned by me if i take my new sim-card number.

So please give correct suggestion for this complain for my satisfactory as soon as possible.
