Non refund of money

My name is anand jain, i disconnected a number in June where i had -311 rs. on the account.

Idea cellular promised me to return this negative balance in 45 days.

but still in Feb (today is 3rd Feb) after following up the issue more then 50-60 times.

they are not responding back.

What should i do.
