DIALER TONE NOT ACTIVATED BUT CHARGES ARE DEDUCTED

Dear sir, my mobile no s 9844183362, i was sent a request for activating dialertone on last week. Immediately Rs.15 was deducted from my account but the dialer tone was not activated. Next day Rs.30 was deducted from my account for monthly rental of dialer tone. But till today the dialer tone is not activated to my number. Customer care executives are not responding properly. Idea cellular company is unnecessarily deducting the charges and cheating us. If the same problem is not solved i'll put a complaint to consumer court against idea cellular company.
