MNP rejection

Dear sir

raised a MNP request to loop mobile for transfer of 9870361717 number to vodafone.rejected by loop mobile citing contractual obligations, the call centre when called gave vague answers and no clear cut reason.

how do we complain to higher authorities or ombudsman.
