Complaning about refund

Yesterday i recharged online 100, 100 on 9896979470 at around 7 to 9 pm but both time recharge was unsuccessfull and 200 Rs.balance was cut off from my acount and that was not refunded till now . plz. refund my money and u can call me on 9354522965 .
