Without activate my selt any hello tune

Without my choosing hello tune, he was charged 30/- and after within a second for the message convey hello tune has been changed so have been charged Rs.15/- for two times.

and i also complaint no.198 on phone but he was not responted, and also complaint no.121 he was not respondet, on this number ring to ring your line connected.

i am not activate any hello tune services, please refund my amount on my cell number 09893197986.
