Sms Cost and limit

Customers we pay for the booster packs for sms. Now they have limited for sms for 100/day. Lakhs of crores was lost to the government by 2g scam. Why should we (customers) face this sms limit problem and it costs 1 rupee for sms exceeding that 100 limit. Is that to compensate 2g scam loss???
