Failure to provide Train ticket and non refund of money

We approached Mr joseph Samuel from Gratia consultants for rail tickets which he promised under the tatkal scheme for the travel date 27 th october. He told us to pay the entire amount in advance which we paid. The day prior to the travel date we tried to contact him but inspite of repeated calls he did not respond. He did not secure tickets for us. We asked for a refund of our money which he promised to pay immediately. in spite of repeated calls he has still not paid us back. he avoids taking our calls completely and to contact him we have to make calls from some alternate phone numbers.
