Not refunding the money deposite

Sir,

i had taken the addmision in kashi institute of technology in btech computer science branch..as i'm not able to pay full fees, i ask in the college before addmission can i take the education loan & uis college will help me in taking the loan... they reply me that college will totaly help me to take the loan..so i deposited the sum of rs.20000.00 as a fee . but college doesnot help me in any procedure of the loan... and i have not get loan... now the college doesnot refund my deposited money..college refund fees of other student but have refuse to refund my money...

so kindly help me...
