Very uncertain internet connectivity

I got the broadband internet connection on May 4, within 5 days of applying for it. I had opted for the fixed charge scheme (750). For the first two months everything went fine. After that, it seems, some dirty game started being played by BSNL, that still continues. The internet connections keep getting off within minutes of logging in, even though the green indicator light on the "link" panel of the modem remains steady. "Internet Explorer could not open this webpage" is the terribly annoying sight that I am forced to see on my screen, followed by the message "BSNL link failed: Redial pending". After the redial, connections may or may not be restored, and I have required up to 6-8 redials to get the connections back, though only for a few minutes before they go off again.

I have heard that this is the dirty trick BSNL plays on its subscribers who have taken the 750 (or equivalent) scheme. BSNL does not want to allow them to enjoy unlimited access by paying only a fixed charge. Is this correct??? I hope it isn't, and also hope that these problems with BB internet were only temporary and will be fixed by BSNL immediately.
