Phone is dead for 2 months

Dear sir/Medam

my phone is dead for more than last 2 months and bsnl persons are not taking any action against somany tele complains and written complains also, and still claiming full rented bill to us as per my knowledge they can claim us bill if our phone is dead for last 20 days and we have paid bill for this month without any objection but still those fellow are not taking any action please do need full
