My prepaid no. has been deactivated & alloted to some other person

My sister have purchase Airtel prepaid number 9910176334 in July, 08 for One year validity. After sometime we have received a SMS from customer care dept. to deposited ID once again.

We deposited the ID to Airtel C.P. office in Delhi but till now the number has not been activated. Both incoming & outgoing are closed on this number now, we have tried to contact C.P. office but till now we have neither any positive response from Airtel nor our number has been activated.

After a few days i received a mail from airtel that my no. has been activated.but as I insert above sim in mobile set it shows "UNREGISTERED".

When I dialled the same number with my other phone line... there was Mr. Suresh who r having this number

company has alloted my phone number to another person named Mr. Suresh on aprox. dated 10th Oct, 08.

as I have already this number with One Year Validity & I have submitted my ID two times.

How can company allot the same number to another one.
